Description

The Planner- Resilience Specialist will serve as an expert in urban planning and policy processes, and provide senior level support that promotes the County's strategic partnerships with the public and other local governments.  The Planner will be responsible for monitoring policies, legislation, and court orders that affect Harris County flood resilience planning efforts, and coordinating a variety of special resilience projects and planning initiatives.   The Planner is also expected to represent the Engineering Department in the Infrastructure Resilience Team (IRT).   The IRT is a recently formed interdisciplinary, interdepartmental group tasked with developing the first "Flood Resilience Plan" for Harris County.  Equity, transparency, resilience, sustainability, and robust community engagement will be constant themes in the IRT's work.  As part of the IRT, the Community Planner will lead (or engage in) a wide range of analytical, technical, hands-on, and/or collaborative community planning-related activities to help shape a comprehensive and implementable long-term flood resilience strategy for Harris County.

Job Duties 
* Monitors and tracks the status of local and regional legislation that impacts Harris County flood resilience efforts.
* Analyzes resolutions, orders, and other documentation, and performs research necessary to prepare position recommendations on proposed flood resilience related legislation, as needed.
* Researches and prepares white papers on a range of topics including community disaster resilience, housing and urban affairs, transportation and infrastructure, public safety and environmental issues.
* Develops/executes various community planning and flood resilience planning programs and initiatives as part of the IRT.
* Assist with strategic planning, vision development, outreach coordination and public engagement initiatives.  Plans, prepares, and/or hosts community meetings, as needed.
* Perform basic to complex analyses of community-wide data, such as projections, space requirement estimates, or impact/feasibility evaluations.
* Develop standards, performance metrics and/or other planning tools (for projects, objectives and/or community systems), as needed.
* Ensures plans are complete, accurate, current, and include composite constraints and opportunities, infrastructure, land use, transportation, and other components as mandated by regulations (as applicable), and in conformance with best practices and current science in favor of equitable, fair, and fast sustainable development solutions.
* Evaluate plans/criteria to develop short and long term recommendations.
* Prepares (and assists with the creation of) IRT program materials such as plans, guidelines, community analysis reports, progress reports, performance assessments, informational briefs, webpage or social media content, conceptual visualizations, posters, presentations and/or educational material.
* Serves as a liaison between the Harris County Engineering Department (HCED) and the IRT.
* Represents the Harris County Engineering Department (HCED) at the Harris County Community Flood Resilience Task Force (CFRTF) and public meetings, as requested.
* Prepares, manages, and coordinates HCED department reports and/or maps on resilience-related projects to the IRT and the CFRTF.
* Leverages resources from the HCED to assist in IRT initiatives as requested.
* Disaster Recovery duties, as assigned.
 
Job Requirements

 
Required Skills / Qualifications:
Five (5) years of relevant experience in one or more of the following areas: community planning, intergovernmental relations, legislative affairs, drainage improvements planning or design, flood damage reduction projects, sustainable infrastructure, or equity planning.
OR
Three (3) years of relevant experience as noted above, if applicant has a master"s degree from an accredited college or university in urban planning, public policy, landscape architecture, or related field.

Preferred Skills / Qualifications:
Knowledge of policies and best practices pertaining to urban planning, resilience, and flood risk reduction.
* Understanding of the federal, state, and local legal frameworks related to urban planning and community development.
* Understanding of the principles of diversity, equity, and inclusion and the roles they play in resilience planning.
* Ability to analyze and interpret research findings and conclusions.
* Ability to collaborate with, and establish and maintain effective working relationships with all levels of management, coworkers, county officials, other government entities, staff of elected officials, members of the public, and other stakeholders.
* Ability to effectively communicate both orally and in writing and negotiate with technical staff, consultants, contractors, governmental agencies, and citizens.
* Exceptional ability to gather, analyze, synthesize, and present data and factual materials in executive-level reports, either individually, as a team member, or project lead in an area of personal expertise with minimum supervision.
* Ability to develop a working knowledge of the shared IRT project portfolio.
* Proficiency in the assessment and prioritization of multiple tasks, projects, and demands.
* Ability to work in a team environment, taking lead or direction as needed and maintaining open lines of communication for constructive feedback.
* Effective use of Microsoft Office programs, including Word/Excel/Powerpoint and similar software.
* A valid driver's license (Texas upon hire) and a good driving record.
* Must provide and maintain proof of automobile liability insurance upon employment.
