Acara Solutions is looking for a Direct Hire Quality Systems Engineer (QSE) - Level 2 for our Client located in Houston, TX.

• While fulfilling the client specified quality control roles, the QSE is required to conduct the QC meetings, perform the three phases of control, perform submittal review and approval, and provide QC certifications and documentation required in the contract.
• The QSE will frequently carry the Contract Quality Control Manager title for USACE projects managing and coordinating the three phases of control and any inspections by the contract.
• The QSE with the approval of and in conjunction with the Project Manager will promptly complete and furnish serial letters, material submittals, shop drawing submittals, schedules, and all other project documentation required by the contract, and shall be responsible to maintain these documents and records at the site at all times. Competency and consistent results are expected in:
• Performance of the required duties of the CQC Manager role as established by the USACE or other client specifications.
• Support of Project Management in ensuring compliance with all contract plans and specifications.
• Developing a high level of understanding of the contract and specified requirements and constraints.
• Informing project personnel of contract requirements and monitoring contract activities to ensure compliance.
• Providing consistent, clear, and project-management approved communication with the client to include updates to the days activities, survey concerns, contractual clarification, requests for information, operational discussion, updates to any and all DFWs as specified for the project.
• Maintain a two-way flow communication style for clients, stake holders, project management, and crew.
• Maintaining reporting standards that document potential causes for production variations and that provide comprehensive record of project events, payment, and quality.
• Developing and executing the project plans (i.e. Quality Control Plan, Environmental Protection Plan, Work Plan.)
• Utilizing RMS 3.0 (or designated project system) to create and submit QC daily reports and accompanying documentation, manage and track contract submittals, contract correspondence and pay applications, and track deficiencies
• Manage Payment Applications - generate, track, maintain records
• Understanding, developing, and executing the three phases of control as outlined in the contract
• Scheduling, conducting, and taking minutes for all contract-related meetings
• Managing and maintaining subcontract works and service providers while ensuring all subcontractors comply with client safety and environmental policies
• Oversee, report, and document project environmental efforts.
• Participate in the development and implementation of training programs for site-specific activities
• Quality Assurance within Site Engineering Operations
• Ensure a safe work environment for operations and tasks.
• Align SE activities to be completely consistent with current best methods including client Field Operations guidance, industry standards, client Tech Sheets, manufacturer calibration standards, contract specified methods, and client best practices.
• Coordinate with APE/PE to ensure the quality of required contract deliverables provided by the engineers (i.e. client reports, cross-sections, dig tracks, fill maps.)
• Work with APE/PE to verify and document required equipment calibrations and contract requirements (i.e. drag head calibration, dredge positioning system, survey equipment, draft checks, monitor over-digging/dredge depth.)
