Acara Solutions, one of the Nation's largest aerospace staffing organizations is helping our national aerospace & defense client find a Subcontracts Manager to join their organization as a salaried direct employee. The employee will need to live in the Seattle region (they are located on the Eastside of Lake WA) and be onsite 3 days a week (hybrid schedule).
Summary:
Able to review/prepares terms and conditions for all Seattle subcontracts/purchases and negotiates and administers complex subcontracts/supplier PO's, as necessary, for Cost Reimbursable, as well as Fixed Price, and T&M agreements. Able to prepare various agreements, including Non-Disclosure, Teaming, Contracts, Subcontracts Modifications, Purchase Orders and other corporate agreements and is responsible for initiating the execution and support of pre-proposal analysis of RFPs, negotiations, administration, subcontract compliance, change order management, and close-outs, coordinating the same with outside and inside customers and subcontractors/suppliers. Responsible for monitoring subcontract, and supplier performance to ensure timely and profitable fulfillment of company and customer contractual obligations.
- Is an integral part of the proposal team, leads negotiations of supplier and subcontract acquisition process.
- Works with proposal/program team on sourcing, proposal definition, subcontract/general PO's, oversight, and reporting of all supplier types.
- Develops negotiation strategy and conducts price / terms negotiation.
- Monitors supplier cash flow and general health to assure uninterrupted material / service supply
- Administers all subcontracts, and Purchase Orders with respect to issues pertaining to the contractual/subcontract/supplier documents, identify subcontract/supplier changes, and be current with subcontract/supplier status at all times.
- Participates in the engineering change process by soliciting cost and incorporation point information and formally communicating, through purchase order amendment, approved configuration changes.
- Ability to write long form subcontracts that accurately portray program team / requestor requirements. Assures requirements have valid criteria for acceptance.
- Provides cost/price analyses, written justifications and documentation as required.
- Approves subcontract invoices and assists accounting with payment facilitation.
- Administratively closes out subcontracts and PO's.
- Prepares and executes correspondence to suppliers and subcontractors.
- Advises business on ITAR/EAR requirements. Manages compliance to regulations & coordinates with the organization's Legal for support, as required for compliance to company procedures and export requirements.
- Assists management in the generation and/or review of company procedures to achieve greater efficiencies and/or improved cost effectiveness.
Job Requirements
Required Skills / Qualifications:
Bachelor's degree
Min 7 years of procurement/contracts experience that includes:
- Working knowledge of FAR/UCC, accounting practices, export/import for government & commercial contracts as well as major subcontracts, general procurement.
- Working knowledge of the company's methods of conducting business, specifically with respect to FAR and UCC regulations, as well as being well versed in the product and services of the company.
- Proficiency in MS Office (Project, Excel, PowerPoint, Word.)
U.S. Government Contractor - U.S. Citizenship required with no dual citizenships
